Concerns about potential token abuse

After considering the scamcoin asset being sent to over 90,000 wallets, I became a bit worried that this ability (especially with attached images) could be used for something much less benign. What is to stop someone from, for instance, sending CP to all RVN wallets? While freedom and decentralization are important, there also need to be ways of protecting the average user from potential abuse. Has this been considered by the project?
