AsRock RX580 8G average 10-11MH, need help with tweaking

It seems that without any BIOS mods I can't get more than 10-11MH/s out of RX580 on kawpow:

current settings I have applied :

• Core clock (OD_SCLK) 1125MHz on 860mV
• Memory clock (OD_MCLK) 2050MHz 850mV
• Power cap to 135W

Ubuntu 20.04.2 LTS + 5.4.0-54-generic + amdgpu-pro-20.30-1109583-ubuntu-20.04 opencl drivers

Thoughts? Any ideas how to tweak to get higher hash rate for kawpow and Raven mining? Thanks!
