NVIDIA announced new 3080Ti, worth it for mining?

Don't know if this is the right sub to ask this question. I'm debating on making a traditional rig and saw this announcement from NVIDIA. I heard rumors they tweaked the cards so it would not be optimal for mining. Are they true?

If so, then going forward what would be strategy for RVN mining? Buy scalper priced cards that can optimally mine? Doesn't seem very smart considering how expensive they are.
