ETH Difficulty cliffs

Looking the the ETH difficulty chart you can see that there are a few cliffs where it's straight down, not a stair step, but elevator to hell. Do these correspond to crashes in ETH? Is it a good or bad sign that we don't see something like that now? Would it take something like waking up to ETH at $100.00 USD to see that?
