I have a few questions regarding developing on Ethereum

Hey all, I have a few questions regarding developing on Ethereum:

Besides the obvious – developing a new token or a smart contract – can I just use the ETH blockchain to store and retreive data?

If the answer is yes: let's say for example, that I create a web front-end that collects two fields, a name and a date of birth. Can somebody outline me the key tech steps in order for me to store those in the blockchain? How will the costs be calculated? Will I have to pay a fee every time I write/append?
