Could something be done to improve the state of this sub?

This sub is being flooded by shills, trolls, noob questions, price and trading discussions, hateful comments, promotions for Cardano, complaints about Elon Musk and a lot of other things that don't really belong here.

Would it be a good idea to get a bit stricter posting rules or guidelines, send an introduction message to new posters/subscribers, or get some people on board to enforce the rules and maintain the state of the sub?

Not trying to call anyone out here, but this sub should be a public face of Ethereum, a place that inspires confidence and encourages insightful discussions. A lot the time however it seems a bit neglected and makes you wonder if anyone is maintaining it at all.

I can't be the only one who's a bit disheartened by this.
