Fees increased after Dencun update on Exchanges

So before the update, Ethereum on main net costed 0.0028 ETH and on Arbitrum it was 0.00015 ETH. Now after the dencun update, it is 0.003 ETH on mainnet and 0.00020 on Arbitrum on exchanges to withdraw ETH. I thought this update reduces gas fees not increase them??
