What tool/tg bot can I use to track wallets across eth/base L2?

Looking for an app or tg bot that will send notifications to my bot when a wallet I am tracking makes a transaction. The wallets I am interested in tracking are eth/base wallets. What tool can I use? I have tried coin stats but that isn't sending me any notifications for some reason. Neither is basescan.
