When will we have the first truly decentralized rollups on Ethereum?

With truly decentralized I mean, ca. 1 month of upgrade time lock of smart contracts, permissionless sequencing e.g. PoS algo tendermint, permissionless validity/fraud proofs and the software stack beeing completely open source.
