As a feeRecipient of a block, can I spend the fees received from a block in that same block?

As a fee recipient of the block does my balance increase on a per transaction basis or on a per block? What I mean is let say transaction 0 of the block pays me 1 ETH in fees, can I spend that 1 ETH in transaction 1 of that same block?
