Ethereum could perhaps be used to resolve geopolitical conflicts

Just thought about this after listening to the lex fridman podcast with Sergei nazarov
Country A and country B agree to where clear territorial boundaries exist in the ocean
They agree that if either of their territories are violated, the offender owes a 2 billion dollar fine for that action. Navy vessels patrolling in peaceful operations agree to keep GPS trackers on their vessels, and that data is fed through an Oracle network to ethereum blockchain.
If gps trackers are shut off on purpose, the offender owes a 2 billion dollar fine paid out through the smart contract. If there is a malfunction, and it isn’t reported, 2 billion dollar fine also goes through the smart contract.
Visual drone/satellite data of ships and gps data is fed through oracle network to the ethereum in the smart contract as well. If violated, the fine is instantly fed into the treasury of the country who is the victim.
No arguments, and the computers don’t lie.
I could have a flawed understanding of how these systems work, and this may not be feasible. I was just thinking of how cool that would be.
