I know the layer 2 of Bitcoin (like Lightning Network) have a shady reputation because its not too secure and can be a lot centralized.

How did it work in Ethereum? How secure and decentralized the layer 2 of Ethereum can be?

And its possible to have no fees in that layer in the future?
