Question about EVMs suitability for a construction tech app

Idea: create a digital passport for every building so contractors & inspectors have a single source of truth about the project

How: smart contract represents a building passport and NFTs held within the contract represent its qualities / needs / certifications

Needs: a chain that will remain performant & cheap for decades, secure permissioning (literal lives are at stake otherwise)

Thoughts about building this on EVM? Which chain? Why?
