what does it actually mean by eth transactions per sec?

Pardon my ignorance but I keep trying to find the answer to this question and I don't seem to quite get it. I want to know how many full ethereum tokens on average are transacted per second. If it says that ethereum does 20 to 30 transactions per second on its blockchain does that mean full tokens or does that mean just transactions no matter what percentage of Ethereum is being transacted?
