Is there a miner/validator signaling threshold before an EIP gets adopted?

Have always wondered about this question, I know in Bitcoin there’s generally a 90-95% hash rate signaling threshold from miners before a soft fork gets implemented, is there a similar thing in Ethereum before an EIP gets implemented? If there is, what will it look like after the Merge? If not, how does the process work in Ethereum?
