Is Decentralization Binary or a Spectrum?

Just wanted to get ethereans' overall view on decentralization… do you consider it a binary thing, as in something is either decentralized or not, no in betweens. Or is it more of a spectrum ? And what are some of the reasons for your views/beliefs?
