Since L2 solutions lower gas fees by batching transactions for a shared network fee, is there a L2 that let us interact with L1 smart contract?

Since L2 batches our transaction and is executed on L1, this means we should also be able to use the smart contract sitting on L1 right? I.e., to interact with OpenSea through L2 to save up fees

Is there any L2 solution that does this?
