Will the merge be beneficial to Layer 2 networks?

Ok, I get it: the merge will not lower transaction fees on layer 1.
But does it means the TPS will remain the same?
I am also wondering if the merge will be beneficial to Layer 2s (zK, optimistic rollups): I'd love to see L2s getting more adoption but unfortunately many projects are still not willing to move. What upgrade will definitely incentivize the Ethereum ecosystem to free-up L1 resources by moving to L2s?
