How to upgrade smart contract?

I know you can't actually upgrade smart contracts but can you get the balanceOf mapping and copy it into a new ERC20 contract when you deploy it? For example if 10 billion addresses owned token A would they all have the same in token B if I did this hypothetical copy-paste?
