L1 L2 question

If someone has all their ether in cold storage on L1, scattered throughout multiple addresses, will there be a way to move this in the future without high fees. Is there a current way or will there be a future way to send ether from these multiple addresses to one address for cheaper than what it costs now? Sorry I’m a noob. Any insight would be appreciated. Thanks.
