Huge discrepancy between average gas fee and gas fee charged by exchangers. Why?

Average gas fee around $10 USD: https://etherscan.io/gastracker

But Metamask swap, Uniswap etc have gas fees up to $80 USD and never below $40USD.

I couldn't understand why the huge discrepancy? Can anyone help?
