Multisig options

Hey guys, what is the best multisig option for 7 people. The ideal would be that any of those 7 people can accept funds in the wallet, but 4 out of 7 are needed for the recovery seed AND to send out transactions.

There might be some mining involved with amounts coming in daily, and trading with many coins possible, so no cold wallet exclusively for btc or Eth. I was thinking of going for either nano x, model t, titan or keystone pro. Will accept any advice with other wallets though
