Is there any talk about client-side validation / single-use seals in ethereum?

Other projects are working on single-use seals where only commitments to transactions are added to the blockchain while all the data is kept off chain. As far as I know Ethereum, the plan is to have everything 100% on chain. Is that still the case?

The reason why I'm asking is because with all the data the chain will grow fast which might lead to higher centralization.
