Will ethereum scaling actually make things better?

If transaction capacity increases 1000 times like Vitalik talks about, won't we just have a thousand times more shit applications like Cryptokitties consuming all capacity and pushing transaction fees as high as now. As I understand it there is no good way to scale towards infinity on demand. I am talking about L1 scaling now.
