Could a smart contract not be run by the network?

Lets say, for example, there was a smart contract the existed on the blockchain that assisted in the distribution of child porn. Id say the vast majority of stakers/miners would not want to run this smart contract because its extremely unethical to do so. So, is it possible for the network to decide to not run a specific contract if they wanted to and if not, are contracts like this bound to pop up eventually?
