TPS after the merge with no sharding

Hi,

Tried to look everywhere for the answer but can not find it.

What will the TPS be after the merge before sharding?
Will it be the same, 15 TPS, I saw Vitalik tweeted about 15-45 TPS but that was in 2020.

I guess also sharding got postponed, but Vitalik stated that rollups can be implemented even before sharding (phase 2), did he mean rollups implemented on layer 2 solutions or how is it planned to play out?
