Why don’t people look at ETH as an ETF of some sort?

If you think about it, there’s so many different projects built under ETH. So why not look at it as an ETF and ETH as investing into all the projects at once with an umbrella to a certain extent. Wouldn’t simplifying networks in crypto like that to new investors be less scary than breaking down everything possible about crypto to them?
