Low Hashrate due to strange reason on 3070ti

So my hashrate dips to 18 from my normal 39-40 on 3070ti. Tried different methods, but after all that, the culprit comes out to be windows explorer. In task manager, explorer is using 100% gpu instead of command prompt. Stopping explorer, hashrate back to normal. What is wrong here?
