What incentives do developers have to build on native Ethereum?

Note: I am not a dev, and have limited technical knowledge so please forgive if I make some mistakes.

Anyways, With the release of Arbitrum and soon Optimism, why would devs choose to build on these native scaling solutions versus going where all the cash is on other side chains like Avalanche, Fantom, Polygon, Harmony one, etc.
