Help understanding this transaction from 2017. I sent ETH to an address, 10 minutes later it’s sent back?

In December of 2017 I withdrew some ETH from my cex.io account. I got the following transaction number:

When I click on the TO wallet address I see 2 transactions. One transaction IN and 11 minutes later a transaction OUT back to the same address I sent from.

Does this actually mean that the person in control of the wallet sent the ETH back? I do not have a corresponding Deposit transaction for having received that ETH back in my cex.io.
