Need help with new rig.

So I just put together a new rig with a MSI x470 gaming plus, Ryzen 1200, x2 3070ti and x1 1080ti. Now on my gaming computer with a gigabyte x570 the 3070 tis could get about 40mh on Kapow, On this new x470 they max out at 36-37mh. Now normally I wouldn’t care but I plan on having 7 cards total and that’s a decent loss in mh. I’ve messed with all the bios pcie settings and tricks I could find online, I’ve moved the cards from risers, straight to the motherboard. I’ve tried individual cards on the board. I’ve swapped power cables around. I definitely have enough power for one card. Is this board just how it is and do I need to change it?
