Possibly a dumb question, but who is updating Ethereum, and how? Isn’t Ethereum decentralised?

I actually approve of the scalability of the upcoming ETH2, but I'm curious as to how anyone is able to update a blockchain currency without precluding that there is an owner of the network who decides what happens to it.
