What could I have fried?

Was mining earlier today (Windows 10, 3080ti, use HWMonitor to watch gpu memory temps) and computer crashed.

Computer would not fully reboot. Did a system reinstall (both from a usb drive and from bios software) and it still won’t fully boot up.

Could I have fried some hardware component that still allows the computer some functionality but not fully boot? Any other thoughts on what could be going on?
