Is the Ethereum developer team considering potential ways the network could be effected by Political/Climate uncertainty?

Question is mostly in the title. I'm not here to argue if Climate Change is real or if global politics is moving more authoritarian, or anything like that, but we can all agree they are just possibilities that could have large effects on the network sometime in the future. I haven't heard about considerations for upgrades to a globally decentralized network that might become fragmented along geopolitical lines.
