Why is deflating ETH a good idea?

Before you tear my head off, I'm simply asking this as a question.
ETH's primary function is to fuel the Ethereum network by providing an incentive for miners to process transactions.
If ETH deflates and the price theoretically increases, won't the gas fees technically increase since although they are proportionally unaffected by the deflation, the dollar cost of each ETH would increase.
