L2 rollup fees

Eth rollup L2 fees are a bit higher than I expect. Instead of a few pennies, it is more like $2 or $3. A fair fee would be something like (eth gas)/(compression) + some profit. If the L2 rollup can compress 100 L2 transactions into a single one on L1, then the L2 fees should be around 20 or 30 cents. Will this fee come down as Optimism and Arbitum mature a bit?
