Is Error 43 ALWAYS fixable?

I came across a deal that the dude is asking $600 for a 2080 ti, but he states that it has Error 43 and doesn't have the patience to fix it. I did some research and I do see that it could be a hardware issue, but no matter what kind of issue it is is it something that is always fixable?
