Low Hash Rate For an LHR Zotac 3060 Ti?

I'm getting around 24 MH/s on the zotac card in the title on HiveOS. There are also 3% rejected shares after mining for a day.

Overclock Settings:

Core: -150

Mem: 1800 (I've tried pushing it to above 2000 but it just crashes my rig) (This shows up different on windows compared to HiveOS)

Power: 160W
My other 3060Ti HP card is getting 28-29 MH/s with similar settings. I can push the memory to 2000 with no rejected shares. I understand that silicon lottery may play a role here, but I think I might be missing something.
Any advice?
