Is getting a lower hashrate with the same cards normal ?

I was mining raven with some RX 550’s which gave me about 4.5mhs and now I can’t get them past 3.2mhs. Is this normal behavior ? I thought that as difficulty increased what happened was that hashrate was the same but the coins mined decreased, is this not the case ?
