What is the best/quickest way to learn developing Dapps ?

I am here to ask experienced people – What is the best way to learn dApps development (please note that I am not asking about core blockchain development) – Also note that I am noob for html/CSS or JavaScript. I guess I have to start with this web development related basics first ? if so please suggest an option that includes all of it.
