Need Advice on Launching a (non)Meme Coin for Animal Welfare

I’m planning to launch a meme coin that supports animal welfare causes. I'm looking for guidance on the essential steps to get started and any technical or legal considerations I should be aware of. I also want to ensure the coin is unique and beneficial for animal initiatives.

I really want support other cuties like my dog pogo, but also not in great financial position so i need cost effective way to launch the coin.

Additionally, which blockchain network do you think is best for launching a (non)meme coin like this? Again I'm looking for something cost-effective but also robust enough to handle transactions securely.
