Smart Contract Auditing Business

As a non technical person, would it be possible to start a smart contract audit business? If I recruited the necessary engineers would this be feasible? What is the startup cost for this type of venture and what tools would developers need to get work done.

I would like to provide all of the tools and funding they need to be successful.
