Stripe API (or other payment method providers) uses?

Can I use Stripe to allow people to send money to each other?

I am working on a project where users would be able to send money to each other, but I am not sure if this is possible with the Stripe API.

If not, I would like some recommendations on what I can use, or maybe if Ethereum + Smart contracts work?
