Is frontrunning still an issue in POS?

Hi,

when we still had POW consensus, miners could change the order of the transactions to frontrun. Is that still an issue in POS?

I read that validators are randomly chosen and it takes multiple validators to validate a transaction. Does that mean it's impossible to control the order now?
