APR is now lower after merge?

I used to get 0.0033 now I'm getting only 0.0031 per epoch after merge, no missed attestations.
Didn't they promise an APR increase to ~20% (Potentially 60% with mev-boost)?
Are we suppose to rely on proposals for that to take effect?
One of my validators had only 1 proposal for whole year, so no way that's possible.
