AES128-encrypted keystores and long passwords

I have a wallet keystore which has the aes-128-ctr cipher.
Does that mean that any password longer than 16 characters (=16 bytes =128 bits) will get cut to 16 characters?
Is it then safer to make a AES256-encrypted zip of it , with a 32 characters long (=256 bits) password?
