The US feds are intending to make private transactions illegal, anything without a fully documented surveilled transaction history and chain of custody, this is the entire direction of Western law currently under Fatf. The US gov can attach 30 year prison sentences to citizens who get caught using monero, that is the trajectory, rooted in how the law around Ofac works, and law on how the banking secrecy act works, and laws on how Facta and the Panama papers played out. They can (and are) rug pulling the surrounding ecosystem associated with Monero as a form of soft power to make Monero irrelevant outside dark markets. When things like Thor try to use atomic swaps or integration with monero, you can all but expect Ofac already has plans to sanction it, and is aware of it.
