Why isn’t L2 tech just part of Ethereum Core?

I am sure there are good reasons, but I don’t know them. Keen to learn.

Why did the Eth core team let other orgs make L2 solutions and not just build it themselves & make it the default ?

Why make people pay L1 gas ever if an L2 can make it cheaper?
