Is the nature of the project a factor when deciding which L1/L2 solution to use?

My understanding is that there are 4 main factors in assessing a L1 or L2 solution: Security (how easy is an attack possible), scalability (how cheap is gas), finality (speed of tx), bridging (transferring funds from L1 <> L2).

My question is, would the nature of the project itself be a factor in choosing which solution to use?
