At what phase in the Ethereum upgrades will fees actually lower?

So there's all this talk about the merge, layer 2, etc. Seems to me using layer 2 is too difficult/inefficient for most common people given the need to bridge, etc. At what phase in the Ethereum upgrades will the base fees actually lower?
